CITY PROPOSAL:
RESOLVED, that the city of Duluth supports the grant application made to the Minnesota Department of Natural Resources for a Federal Recreational Trail Equipment Program grant of up to $150,000 for snowmaking equipment at the Grand Avenue Nordic Center.

FURTHER RESOLVED, that the city of Duluth has the legal authority to apply for the money, and financial, technical and managerial capacity to ensure proper planning and maintenance of the project.

FURTHER RESOLVED, that Spirit Mountain Recreation Area will provide the required matching funds.

FURTHER RESOLVED, the Duluth city council names the fiscal agent for this project as Wayne Parson, City of Duluth Chief Financial Officer, 411 West First Street, Duluth, MN 55802.

Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes application to the Minnesota Department of Natural Resources for a Federal Recreational Trail Equipment Program grant of up to $150,000 to purchase additional snowmaking equipment for the Grand Avenue Nordic Center at Spirit Mountain Recreation Area. The purchase of one pump and four snowmaking guns will provide additional water volume and snowmaking capacity that will enable the Nordic Center to open substantially earlier. If the grant is awarded, staff will submit a follow-up resolution authorizing acceptance of the grant and specifying the precise sources and amounts of matching funds.

Grand Avenue Nordic Center's inaugural season has been a success. Despite a late start due to construction delays, season pass sales were nearly 33% greater than anticipated and the center is on pace to at least break even for the year.
