The city of Duluth does ordain:
Section 1. That Chapter 2, Article XXV of the Duluth City Code be deleted in its entirety and replaced with the following:
Article XXV. Energy Plan Commission.
Sec. 2-131 Creation of commission. Purpose.
There is hereby established an energy plan commission. The purpose of the commission is to advise the administration and city council on ways to achieve the goal of reducing the city's greenhouse gas emissions by 80 percent by 2050.
Sec. 2-132 Commissioners; terms; vacancies.
The commission shall consist of seven commissioners. The commissioners shall be appointed by the mayor and confirmed by the city council. Of the initial seven commissioners, two shall be appointed for four years, two shall be appointed for three years, and three shall be appointed for two years, thereafter, all appointments shall be for a term of four years. The commission members shall be residents of the city of Duluth and should broadly represent all geographic areas of the city. Collectively, commission members should have broad experience and technical expertise in areas such as renewable energy, conservation, community planning, engineering and architecture. When a vacancy occurs in the commission, by means of resignation, death, removal from the city or removal for failure or neglect to perform the duties of a commissioner, such vacancy shall be filled for the unexpired term. All terms shall expire on March 31 of the appropriate year or until commissioner's respective successors are appointed and qualified.
Sec. 2-133 Officers; meetings; conduct of business.
