CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to enter into an agreement in the form of that attached hereto as exhibit A, with the State of Minnesota, by and through the Board of trustees of the Minnesota State Colleges and Universities on behalf of Lake Superior College to lease the property at Lake Superior College's Emergency Response Training Center upon which is located the city's firearms training facility from the College at no cost to the City.

Statement of Purpose
STATEMENT OF PURPOSE: The purpose of this resolution is to authorize an agreement with Lake Superior College ("LSC") through the State of Minnesota Board of Trustees of Minnesota State Colleges and Universities to continue to lease from LSC the City's firearms training facility located on LSC's Emergency Response Training Center (the "ERTC"). This facility is necessary to perform firearms training for the City's police department as well as to perform periodic qualifications required to their certification as peace officers.

Historically, the City had maintained and used a range facility on Rice Lake Road across form and north of the Marshall School but in the 1990's, continuing development in the area along with noise and environmental issues made it necessary to relocate the facility, as a firearms training range continued to be necessary for the training and qualification of our police officers. After an extensive search, an agreement was reached with LSC to allow the range to be re-established at the ERTC because of state procedural issues, the term of that lease was limited to 5 years, as was the subsequent renewal.
