CITY PROPOSAL:

RESOLVED, that the proper city officials are hereby authorized to execute an amendment with LHB, Inc. for additional engineering services for final design, construction documents, bidding assistance, construction administration and other services necessary for implementation of Lincoln Park restoration as outlined in Exhibit A, for an increase of $97,778 and a new total amount not to exceed $131,391, payable from fund 452-030-5530-HANDHTAX-1510 (Tourism & Recreational Projects, Finance, Improvements Other than Buildings, Half & Half Tax Projects - Lincoln Park).

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes an increase of $97,778 with LHB, Inc. for additional professional engineering services for final design needed for implementation of restoration at Lincoln Park for a new total not to exceed $131,391. Improvements are consistent with the mini master plan approved by City Council in February 2016.

 

Final design, construction level plans and specifications will be provided for Miller Creek West and Miller Creek East. Miller Creek West improvements include a new playground with ADA pathway improvements, associated site lighting, drainage improvements and a new tributary pedestrian crossing. Miller Creek East improvements include a new park entrance on 25th Ave West, removal of a portion of Lincoln Park Drive and restoration of the old roadbed to an 8 foot wide pedestrian trail. Additionally, East improvements will include new upper and lower parking lots, stormwater management improvements, trailhead signage, pathway improvements, retaining wall removal and conversion to a 3:1 native vegetated slope, stone retaining wall rehabilitation and fencing, new soccer field and basketball court and associated landscaping.

 

LHB was selected as the sole source contractor for this project because of their extensive knowledge of the project as they served as the pre-design and planning consultant for Lincoln Park. LHB will provide the following services to complete final design and construction of the Lincoln Park restoration project: Design Project Management, SHPO and DNR Regulatory Assistance, Construction Documents, Bidding Assistance and Construction Administration.

 

Lincoln Park is part of the larger St. Louis River Corridor Project to provide destination level investments to qualifying parks and is supported by the half and half tax fund. The project has received considerable grant funding through the Minnesota Super Bowl Host Committee, US Bank Places to Play initiative, National Park Service Outdoor Recreation Legacy partnership and Clean Water. In addition, local match of $85,000 has been provided from Essentia Health, St. Luke’s Hospital, Maurices and Minnesota Power.
