RESOLUTION APPROVING A POLICY FOR SETTING RECREATION PROGRAM FEES AND AMENDING RESOLUTION 18-0788, ADOPTING LICENSE, PERMIT, FINE, PENALTY AND OTHER CHARGES FOR 2019, BY ADDING RECREATION PROGRAM FEES.

CITY PROPOSAL:
WHEREAS, the mission of the city's parks and recreation division is to promote the health and well-being of our community, environment and economy by facilitating recreational opportunities and coordinating the enhancement of our parks, facilities and natural resources now and into the future; and
WHEREAS, the city, through its parks and recreation division, seeks to develop sound and consistent policies that serve as tools for evaluating services and establishing fair and consistent fees and charges for those who participate in the city's recreation programs; and
WHEREAS, the City of Duluth policy for setting recreation program fees seeks to set fees using a tiered methodology which uses five tiers ranging from mostly community benefit for which no or a low fees is charged to mostly individual benefit for which a higher fee is charged; and
WHEREAS, using the City of Duluth policy for setting recreation program fees for the adoption of fair and consistent fees enables the city, through its parks and recreation division, to offer expanded recreation programs to our city's youth and families and permits the city to establish fees for programs that would not otherwise be possible to provide without such fees.
NOW, THEREFORE, BE IT RESOLVED, that the City of Duluth policy for setting recreation program fees attached hereto as Exhibit A, be approved.
FURTHER RESOLVED, that resolution 18-0788 adopting license, permit fine, penalty and other charges for 2019, be amended by adding the recreation program fees, attached hereto as Exhibit B.
