RESOLUTION GRANTING APPROVAL OF THE DWP TRAIL SYSTEM TECHNICAL STANDARDS AND TRAIL USE PLAN.

CITY PROPOSAL:

RESOLVED, that city council hereby approves the DWP Trail System Technical Standards and Trail Use Plan, an addendum to the 2017 council approved St. Louis River Corridor Trails Plan, a copy of which is attached hereto as exhibit A.

 

FURTHER RESOLVED, that the proper city officials authorize implementation of the plan as funding becomes available.

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution approves the DWP Trail System Standards and Trail Use Plan and implementation thereof as funding becomes available. This plan is an addendum to the 2017 council approved St. Louis River Corridor Trails Plan and provides guidelines for the restoration and use of the DWP Trail.

 

The recommendations in this plan focus on recommendations for trail etiquette, accessibility, safety, signage, corridor usage, and user conflict mitigation. This plan also provides clarity on the usage and development of the DWP Trail and corridor and cleans up contradicting recommendations from past planning efforts.

 

The planning process include one technical advisory group meeting, two public meetings, online engagement, a two-week public comment period and advisory meetings with regional DNR staff. The Parks and Recreation Commission unanimously approved that plan at their March 13, 2019 meeting.
