CITY PROPOSAL:
WHEREAS, the South St. Louis Soil and Water Conservation District (SWCD) submitted an application and was awarded a grant from the Board of Water and Soil Resources for a FY 2019 Clean Water grant for the Miller Creek Watershed project at Lincoln and Piedmont Park, and

WHEREAS, the SWCD desires to enter into a subgrant agreement for the project.

BE IT RESOLVED, that the proper city officials are hereby authorized to enter into a FY 2019 Clean Water Fund Grants Program Subgrant Agreement related to the Miller Creek Watershed project at Lincoln and Piedmont Park, substantially in the form attached hereto as Exhibit A, with the SWCD in the amount of $419,414, to be deposited into Fund 452-030-4660 (Tourism & Recreational Projects, Finance, Gifts and Donations), and committing a match in the amount of $106,660; $76,212.50 payable from Fund 452-030-5530-HANDHTAX-1510 (Tourism & Recreational Projects, Finance, Improvements Other than Buildings, Lincoln Park) and $30,447.75 payable from Fund 452-030-5530-HANDHTAX-1527-12 (Tourism & Recreational Projects, Finance, Improvements Other than Buildings, Neighborhood Parks-Piedmont)

Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes the proper city officials to enter into a FY 2019 Clean Water Fund Grants Program Subgrant Agreement with South St. Louis Soil and Water Conservation District (SWCD) for the Miller Creek watershed project at Lincoln and Piedmont Park.

The SWCD will collaborate with the City of Duluth to implement 13 stormwater best management practices (BMPs) in two priority parks (Lincoln and Piedmont) in the Miller Creek Watershed. The proposed locations were prioritized by the City and SWCD based on the desire to coordinat...
