RESOLUTION AUTHORIZING APPLICATION TO THE MINNESOTA DEPARTMENT OF NATURAL RESOURCES FOR A REGIONAL TRAIL PROGRAM GRANT OF UP TO $250,000 FOR CONSTRUCTION OF A MULTI-USE TRAIL THROUGH BRIGHTON BEACH PARK.

CITY PROPOSAL:

RESOLVED, that the proper city officials are hereby authorized to submit an application to the Minnesota Department of Natural Resources for a Regional Trail Program grant of up to $250,000 for construction of a multi-use trail through Brighton Beach Park as depicted in Exhibit A.

 

FURTHER RESOLVED, the city of Duluth has the legal authority to apply for the money, and financial, technical and managerial capacity to ensure proper planning and maintenance of the project.

 

FURTHER RESOLVED, the city will provide the twenty five percent match through account 205-130-1220-CM205-LKWALK-BBEACH (Parks Fund, Community Resources, Parks Capital, Capital Maintenance Fund 205- Lakewalk-Brighton Beach).

 

FURTHER RESOLVED, the Duluth city council names the fiscal agent for this project as Wayne Parson, City of Duluth Chief Financial Officer, 411 West First Street, Duluth, MN 55802.

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes application for a Minnesota Department of Natural Resources Regional Trail Program grant of up to $250,000 for construction of a multi-use trail through Brighton Beach Park. The trail will connect the Lakewalk to the southwest and Congdon Boulevard/North Shore Scenic Drive to the northeast. The multi-use trail will separate pedestrian and bicycle traffic from the existing narrow and deteriorating motor vehicular traffic lane. This section will close the gap between the Lakewalk terminus at Lester River and the dedicated bicycle lanes along the north shore on the Scenic Drive. The match for the grant will be provided by a previously secured federal grant for the same project.
