RESOLUTION ADOPTING THE DULUTH-SUPERIOR METROPOLITAN INTERSTATE COUNCIL (DSMIC) BIKEWAYS PLAN.

CITY PROPOSAL:
WHEREAS, the Duluth-Superior Metropolitan Bikeways Plan, updated in February 2019, is a regional plan that the city of Duluth can use as a guide to decision-making related to Duluth’s bikeway network; and
WHEREAS, the plan will help Duluth to achieve its goal of becoming bike-friendly; and
WHEREAS, the appropriate city divisions have provided input and recommendations, have reviewed the draft plan, and recommend adoption of this final bikeways plan.
RESOLVED, that the city council finds the following:
(a) It is in the best interest of the city to adopt the Duluth-Superior Metropolitan Bikeways Plan;
(b) The Duluth-Superior Metropolitan Interstate Council (DSMIC), after due public notice, conducted public meetings about this bikeways plan on the following dates: February 5, 2018, November 28, 2018 and January 16, 2019;
(c) The DSMIC, at its March 20, 2019 regular meeting, did approve unanimously to adopt the bikeways plan.
THEREFORE, BE IT RESOLVED, that the attached Duluth-Superior Metropolitan Bikeways Plan document be adopted and that the prior plan for Duluth’s bikeway system approved in 2013 and revised by the city council on September 28, 2015 be rescinded.
Statement of Purpose
STATEMENT OF PURPOSE: This resolution adopts the Duluth-Superior Metropolitan Interstate Council’s bikeways plan, updated in February 2019, for the Duluth metropolitan planning area. The Bikeways Plan is a sub-plan to the existing Duluth-Superior Long Range Transportation Plan. The Bikeways Plan will help city staff and the community by providing a useful guide for making decisions on bicycle infrastructure. The adoption of this Bikeways Plan is based upon the recommendation of city staff. The DSMIC worked extensively with city staff and the public to develop this plan.
