CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to enter into an agreement with Alliant Engineering, a copy of which is attached as Exhibit A, for professional engineering services to perform a traffic study for the 1st Street Two Way Conversion Project in the amount of $84,344. The working fund will be Permanent Improvement Fund 411, Department 035 (Capital Projects Accounts), Object 5530 (Improvements Other than Buildings), city project no. 1819.

Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes the city of Duluth to enter into an agreement with Alliant Engineering for professional engineering services to perform a traffic study for the 1st Street Two Way Conversion Project.

The city of Duluth has been working to implement the Imagine Duluth 2035 plan, which was adopted in 2018. Chapter 10 (Transportation) recommends that one-way streets downtown be reviewed and evaluated for conversion to two-way traffic. This study will evaluate converting 1st Street between Mesaba Avenue and 24th Avenue East from one-way to two-way traffic. The study will include collecting existing traffic data, creating traffic forecasts for two-way traffic, evaluating traffic control warrants at the intersections, performing operations and typical sections analyses (including feasibility of a proposed bike facility as noted in 15-0666R), and preparing a final study report with the results and recommendations for the conversion. The results/recommendations of the study will be presented at a public meeting for comments and feedback. Pending recommendations and public feedback, the city would then plan to move into design and implementation.
