RESOLUTION AMENDING PROGRAM GUIDELINES FOR THE RENTAL ENERGY UPGRADE PROGRAM.

CITY PROPOSAL:

 

WHEREAS, on May 14, 2018 the City Council approved Resolution No. 18-9373                      adopting the Rental Energy Upgrade Pilot Program and adopted guidelines therefore; and

WHEREAS, the City is now desirous of making minor adjustments to the program and of amending the Guidelines therefore.

RESOLVED, that the Rental Energy Upgrade Program Guidelines, approved pursuant to Resolution 18-0373, are hereby amended to read as provided for in the Revised Rental Energy Upgrade Guidelines attached hereto as Exhibit A

 

Statement of Purpose

STATEMENT OF PURPOSE:  The purpose of this resolution is to continue the Rental Energy Upgrade Program, to establish guidelines therefore and to fund energy upgrades in small multifamily properties serving low to moderate income renters.  The Rental Energy Upgrade Program addresses energy poverty by providing grants and services to aid an underrepresented demographic in the community.  It provides weatherization, air sealing, and envelope insulation to decrease heat loss and improve overall tenant comfort.  It provides grants to install high efficiency natural gas heating systems. 

Regulations of the State of Minnesota require that the city expend an amount equal to one half of one percent of its gross revenues from the gas utility on energy conservation programs and reduce customer gas use through conservation improvement programs by one percent of gross sales.  In addition, the state statutes require a minimum of 0.2 percent of residential gross operating revenue be spent for conservation improvement programs that are within the low-income residential segment.  This conservation program addresses the City’s goal to meet state statues while focusing on helping low income participants save energy, decrease utility bills and make utilities more affordable.
