CITY PROPOSAL:
RESOLVED, the city council hereby approves resolution 19D-13 of the Duluth Economic Development Authority (DEDA) authorizing a contract in the amount of $229,695.00 with The Jamar Company (Jamar) for the MRO facility east wall repair - phase II at the Duluth International Airport.

Statement of Purpose
STATEMENT OF PURPOSE: The purpose of this resolution is to approve the award by DEDA of a contract to Jamar to repair phase II of the east wall of DEDA's MRO facility at the Duluth International Airport.

The MRO building was originally constructed for Northwest Airlines in the late 1990's, in part with development assistance from DEDA. It is currently leased to AAR Corporation (AAR) for aircraft refurbishing operations. AAR has occupied the building for more than six years, and has provided DEDA with a letter of intent to enter into an amendment of the lease and continue occupancy.
Under the terms of the existing lease with AAR, the maintenance and repair of the exterior walls of the building is DEDA's responsibility. This is phase II of the repair project which started in 2017 and successfully addressed the leakage of rainwater into four areas on the east side of the building. Phase II includes the exterior walls of the mechanical shop areas, a portion of the hangar wall, the upper mezzanine area, and a break room area.
In 2017, DEDA hired the design firm TKDA to examine the problem and provide a recommendation for repair. They recommended sheet-applied weather barrier followed by furring channels covered with a sheet metal panel product with re-glazing of the exterior windows. The Phase I Project demonstrated that this system was effective in dealing with the problem. Phase II is a continuation of repairs for additional areas.
