CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to enter into an agreement with Cyclists of The Gitchee Gumee Shores (COGGS), substantially in the form attached hereto as Exhibit A, to complete additional development of the Duluth Traverse Trail System in 2019 and 2020.


Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes an agreement with COGGS for additional development of the Duluth Traverse Trail System in 2019 and 2020.

COGGS is a non-profit volunteer organization with the mission of building, maintaining, and advocating for mountain bike trails in the cities of Duluth, MN and Superior, WI. The City and COGGS have worked together to develop the Duluth Traverse Trail System, a multi-use mountain bike trail system that traverses the entire length of the City, through the Duluth Traverse Mini Master Plan approved by City Council in April 2017.

While a majority of the trail has been constructed with COGGS and the City working together to mobilize volunteers and to obtain grant and other types of funding, planning for additional development of the trail through eight identified projects is proposed to be completed by COGGS in the summers of 2019 and 2020. Project locations include: Quarry Park Connector, Brewer Park Connector, Antenna Farm Phase II, UMD Duluth Traverse Spine, East Lester River Trail, Elys Peak Trail, Downer Park Trail and the Craft Connector Trail

COGGS recently discontinued staffing a paid trail construction crew and will complete proposed sections through volunteer labor or a paid general contractor.
