Title

RESOLUTION AUTHORIZING PERMANENT CLOSURE OF A PORTION OF LINCOLN PARK DRIVE TO VEHICULAR TRAFFIC AS PART OF PARK RESTORATION EFFORTS.

Body

CITY PROPOSAL:

RESOLVED, that the proper city officials are hereby authorized to permanently close a portion of Lincoln Park Drive to vehicular traffic, as depicted in exhibit 1 attached hereto.

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes permanent closure of the lower end of Lincoln Park Drive to vehicular traffic and relocation of the park entrance in association with planned restoration of the park later this year. The lower portion of the road will be replaced with an eight-foot wide pedestrian trail. A safer entrance off 25th Avenue West will replace the current, unorthodox and hazardous, entrance off Grand Avenue.

Neighborhood stakeholders and city staff support relocation of the park entrance and closure of the lower road as a necessary means to cost-effectively improve access to and enjoyment of lower Lincoln Park.

The Parks and Recreation Commission unanimously approved this road vacation at their May 8, 2019 meeting.
