Title

RESOLUTION APPROVING PROPOSED AMENDMENTS TO THE SPECIFICATIONS FOR THE EXISTING CIVIL SERVICE CLASSIFICATION OF PIPELINE WELDER.

Body

CITY PROPOSAL:

RESOLVED, that the proposed amendments to the specifications for the existing civil service classification of pipeline welder (attached as Exhibit A), which were approved by the civil service board on April 2, 2019, are approved.  This classification shall remain subject to the city's collective bargaining agreement with its basic unit employees; and that pay range for said classification shall change to Range 33, pay rate of $4,886 to $5,769 per month, from Range 31, pay rate of $4,502 to $5,306 per month.

Statement of Purpose

STATEMENT OF PURPOSE:  The existing classification of pipeline welder has been revised as a result of a job audit.  The proposed changes include standard template language additions as well as some revisions and additions to job duties to better reflect the current scope of work.

Since the time of the last revision, technology has advanced and additional job duties have been absorbed.  The current pipeline welders have taken on asbestos removal and disposal work, which requires an annual certification needed to perform this type of work.  As technology continues to advance, they must continually adapt to these changes and troubleshoot issues as they arise.  The pay range negotiated for this classification is Range 33, pay rate of $4,886 to $5,769 per month.  This is a change from Range 31, pay rate of $4,502 to $5,306 per month.
