CITY PROPOSAL:

                     RESOLVED, that the proper city officials are hereby authorized to contract with HGA for professional architectural design services in the amount of $387,740.00, payable from 452-030-5530; HANDHTAX-1502 (Tourism & Recreational Projects, Finance, Improvements Other than Buildings; Half & Half Tax Projects - Zoo Restoration).

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes a contract for with HGA in an amount not to exceed $387,740, for professional architectural design services for the Lake Superior Zoo Polar Shores/Bear Country project, in order to achieve the vision of an enhanced zoo and fulfill the zoo’s mission of providing close-up animal experiences that inspire connections to wildlife including action toward conservation in our region and around the world.

 

It is anticipated that the work will consist of the translation of previously value engineered drawings into design development drawings which will be refined and finalized into biddable construction documents with the assistance of a Construction Manager to be procured under separate contract.

 

HGA’s proposal was the only one received in response to RFP 19-08AA. The proposal was scored against a set of established criteria by an evaluation team composed of City and zoo staff. HGA’s proposal is attached as Exhibit A.

 

The Polar Shores/Bear Country project will be funded through a combination of $1.9 million in state bonding dollars and a local match from the so-called half-and-half tourism tax which may only be spent on capital improvements to public facilities in a specified portion of western Duluth.
