CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to execute an agreement, substantially in the form attached as Exhibit A, with TRC Environmental Corporation for professional engineering services for Duluth Lakewalk and shoreline restoration projects related to the October 2018 storm, for an amount not to exceed $575,571.00, from fund 225-125-1815-5310-STRM1018 (Disaster Recovery Fund; Finance; Contract Services; Storm Surge October 10, 2018).

Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes an agreement with TRC Environmental Corporation (TRC) for engineering services required following the October 2018 storm. These services include assessment, coastal analysis, design adjustments, regulatory coordination, additional biddable construction documents, bid support and construction administration for the Lakewalk and shoreline restoration projects.

TRC completed a shoreline assessment study in March of 2018 on the Lakewalk and shoreline infrastructure that was damaged on October 26th and 27th 2017 during a powerful storm. In April of 2018, a second significant storm resulted in the need to take a different approach for the on-going final design and bid/construction phases. Agreement L30022 with TRC was amended to include the April 2018 storm damage.

The October 2017 and April 2018 storm damage resulted in two disaster declarations and assistance claims with the State of Minnesota. Another storm, on October 10, 2018, resulted in damages estimated to cost an amount that qualifies for Federal assistance. This created a situation wherein the City has shoreline repairs to design and implement that will receive funding from two separate State disaster declarations and a separate Federal assistance...
