CITY PROPOSAL:

BE IT RESOLVED, that the proper city officials are hereby authorized to execute amendment one, attached hereto as exhibit A, to the existing FY 2019 Clean Water Fund Grants Program Subgrant agreement with South St. Louis Soil and Water Conservation District.

 

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes the proper city officials to execute amendment one to the existing FY 2019 Clean Water Fund Grants Program Subgrant agreement with South St. Louis Soil and Water Conservation District (SWCD) for the Miller Creek watershed project at Lincoln and Piedmont Park. Paragraph 3.2 of the agreement will be amended to modify the manner of payment as a reimbursement-based grant versus receiving grant funds prior to grant project execution.

 

The SWCD will collaborate with the City of Duluth to implement 13 stormwater best management practices (BMPs) in two priority parks (Lincoln and Piedmont) in the Miller Creek Watershed. The proposed locations were prioritized by the City and SWCD based on the desire to coordinate with upcoming construction planned for Lincoln Park and due to the sediment impacts resulting from worsening erosion problems at Piedmont Park.

 

Proposed BMPs include a combination of bio-infiltration, native plantings and structural components all aimed at reducing stormwater volume and flows and infiltrating and cooling stormwater runoff.
