CITY PROPOSAL:

RESOLVED, that the proper city officials are hereby authorized to execute an amendment, substantially in the form attached as exhibit A, with Barr Engineering Co for additional professional services to complete the phase I archeological and cultural resource survey for Lincoln Park, for an increase of $13,025.67 and a new total not to exceed $49,525.67, payable from 452-030-5530-HANDHTAX-1510 (Tourism & Recreational Projects, Finance, Improvements Other Than Buildings, Lincoln Park).

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes an amendment to the agreement with Barr Engineering Co for additional professional services for the Phase I archeological and cultural resource survey at Lincoln Park. Completion of this survey work is required by the State Historic Preservation Office (SHPO) prior to phase I construction improvements at Lincoln Park.

 

Additional professional services are necessary to locate and compile historic documents related to the WPA Pavilion at Lincoln Park, prepare the Cultural Landscape Assessment and additional coordination and report assistance as it relates to the SHPO review.

 

Lincoln Park is part of the larger St. Louis River Corridor Project to provide destination level investments to qualifying parks and is supported by the half and half tax fund. The project has received considerable grant funding through the Minnesota Super Bowl Host Committee, US Bank Places to Play initiative, National Park Service Outdoor Recreation Legacy partnership and Clean Water. In addition, local match of $85,000 has been provided from Essentia Health, St. Luke’s Hospital, Maurices and Minnesota Power.
