CITY PROPOSAL:
WHEREAS, the Minnesota legislature has passed Laws of Minnesota 2019, 1st Special Session Chapter 6, Article 10, Sections 2-6 (the "special law") establishing a regional exchange district in the city.
WHEREAS, Laws of Minnesota 2019, 1st Special Session Chapter 6, Article 10, Sections 2-6 requires approval by a majority of the city council before it becomes effective pursuant to Minnesota Statutes Section 645.021 Subds. 2 and 3.
THEREFORE BE IT RESOLVED, that Minnesota Laws 2019, 1st Special Session Chapter 6, Article 10, Sections 2-6 is hereby approved.
FURTHER RESOLVED, that the city clerk shall promptly file with the secretary of state the certification required by Minn. Stats. Sec. 645.021, subd. 3.

Statement of Purpose
STATEMENT OF PURPOSE: This resolution provides the required approval of the special state law that authorizes the establishment of the Duluth Regional Exchange District (the "District") as now provided for in Minnesota Statutes 469.50 through 469.54.

The statute establishes the District in substantially the area that the city has termed the "Medical District" for the purpose of facilitating major investments by Essentia and St. Luke's in the city to promote its growth as a medical hub for northern Minnesota, northern Wisconsin and upper Michigan as well as south central Canada and provides state funding for infrastructure improvements that will make this possible.

Included in the improvements will be parking facilities for both hospitals, road and utility extensions and expansions as well as road improvements that will facilitate better traffic flow in the District, energy improvements and demolition of medical facilities that have become obsolete.
