Statement of Purpose

STATEMENT OF PURPOSE:  The purpose of this resolution is to approve the list of projects set forth in Section 5 (a) of the Regional Exchange District legislation, approved by the 2019 Legislature, as eligible for reimbursement by the State up to the amounts specified as part of the projects proposed by Essentia and St. Luke’s in the medical district.

This resolution does not specifically commit the city to any of the listed projects.  In order for the city to be committed to any of them, specific agreements and contracts would need to be negotiated or bid out as appropriate and those agreements and contracts would need to be approved by the city council.  And of course, the resolutions approving those agreements and contracts would include the financial structure supporting them.

This resolution is necessitated by legislation in order to make the costs of those projects reimbursable by the State, up to the limits specified by the legislature.
