RESOLUTION AUTHORIZING PROPER CITY OFFICIALS TO ACCEPT A $74,225 GRANT FROM THE MINNESOTA DEPARTMENT OF NATURAL RESOURCES TO FUND PURCHASE OF SNOWMAKING EQUIPMENT FOR THE GRAND AVENUE NORDIC CENTER AT SPIRIT MOUNTAIN.

CITY PROPOSAL:

RESOLVED, that the proper city officials are hereby authorized to accept a grant award from the state of Minnesota, department of natural resources in the total amount of $74,225 to purchase snowmaking equipment for the Grand Avenue Nordic Center at Spirit Mountain, said funds to be deposited into 452-030-5530-HANDHTAX-1506 (Tourism & Recreational Projects, Finance, Improvements Other Than Buildings, Half & Half Tax Projects-Nordic Lower Spirit).

 

FURTHER RESOLVED, the city of Duluth recognizes its grant match requirement of $74,225 which will be provided by Spirit Mountain Authority.

 

FURTHER RESOLVED, the City Council of the city of Duluth names the fiscal agent for this project as:

FURTHER RESOLVED, the proper city officials are authorized to enter into an agreement with the State of Minnesota, substantially in the form attached hereto as exhibit A, and agrees to comply with all applicable laws, environmental requirements and regulations as stated in the grant agreement.

 

FURTHER RESOLVED, the city of Duluth hereby assures the grooming equipment acquired through this grant will be maintained for no less than twenty years as required by the Federal Recreational Trail Grant Program or until such time as appropriate disposition actions are approved by the Minnesota Department of Natural Resources.

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes the proper city officials to accept a grant from the State of Minnesota, Department of Natural Resources in the amount of $74,225 to purchase additional snowmaking equipment for the Grand Avenue Nordic Center at Spirit Mountain Recreation Area. The purchase of one pump and one snowmaking gun to provide additional water volume and snowmaking capacity that will enable the Nordic Center to open substantially earlier. Spirit Mountain Recreation Area has agreed to provide the required 1:1 match for this project. The grant period will begin once a contract is fully executed and will expire June 30, 2021. The additional pump will substantially improve snowmaking capacity for both the Nordic Center and the alpine operation.
