RESOLUTION SUPPORTING THE NORTHLAND FOUNDATION'S GRANT APPLICATION TO THE MINNESOTA DEPARTMENT OF EMPLOYMENT AND ECONOMIC DEVELOPMENT FOR A CHILD CARE ECONOMIC DEVELOPMENT GRANT.

CITY PROPOSAL:

WHEREAS, the US Census Bureau estimated in 2014 that 74% of Minnesota households with children under age 6 had all parents in the workforce; and
WHEREAS, the number of family child care programs has decreased by 20% in northeastern Minnesota since 2011, according to Wilder Research; and
WHEREAS, the creation of new child care programs will have a positive economic impact, including improvements to workforce availability and wage growth for both Duluth and northeastern Minnesota; and
WHEREAS, the legislature of the state of Minnesota in 2019 created a program for grants to local communities to increase the supply of quality child care providers to support economic development, to be administered by the Minnesota Department of Employment and Economic Development (DEED); and
WHEREAS, the Northland Foundation intends to apply to the DEED program to continue its programs to increase the supply of quality child care providers in Duluth and throughout the region.

NOW, THEREFORE, BE IT RESOLVED, that the city of Duluth supports the Northland Foundation's 2019 grant application to DEED for a Child Care Economic Development Grant.

Statement of Purpose
STATEMENT OF PURPOSE: The purpose of this resolution is to support the Northland Foundation in its effort to secure funding through DEED for funds to increase the quantity of quality child care providers in the city of Duluth and throughout the region. As the city of Duluth and the 1200 Fund have explored the possibility of creating new programs to expand access to quality child care programs, Northland Foundation has been a committed partner in support of technical and financial assistance for Duluth's community of child care providers.
