Body

RESOLVED, that the proper city officials are hereby authorized to execute an agreement with Diversion Solutions, LLC, substantially in the form of that attached hereto as Attachment A, for the administration of the driving diversion program for the city of Duluth. Funds generated by the program and collected by Diversion Solutions, LLC, pursuant to the terms of the agreement shall be deposited in Fund 110-110-1104-4644 (general, legislative and executive, attorney and human rights, miscellaneous fees).

 

Statement of Purpose

STATEMENT OF PURPOSE: This resolution authorizes the proper city officials to execute an agreement with Diversion Solutions, LLC, for the administration of the driving diversion program for the city for a four-year period.

 

The driver diversion pilot program was initially established by the Minnesota Legislature in 2009 and was instituted by the cities of Duluth, St. Paul, West St. Paul, South St. Paul and Inver Grove Heights. The program sought to assist individuals who were charged with driving without a valid license earn back their valid license status through attending life skill and financial management classes and participating in a supervised payment plan.  The program has been very successful and this year the Minnesota Legislature formalized the program by establishing the License Reinstatement Diversion Program.  See, Laws of Minnesota 2019 1st Special Session Chapter 5, art. 6, sec. 5.
