CITY PROPOSAL:

RESOLVED, that the proper city officials are hereby authorized to enter into an agreement with St. Louis County, a copy of which is attached as Exhibit A, to hire an engineering consultant to provide final design services for a roundabout at the intersection of CSAH 37 (Jean Duluth Road) / CSAH 9 (Snively Road) / Glenwood Street and perform an intersection control evaluation (ICE) study on Woodland Avenue at the Arrowhead Road and Snively Road intersections.  St. Louis County shall award the contract and perform all contract administration. The total cost to the city of Duluth for the engineering services will not exceed $125,000, payable from Permanent Improvement fund 411, Department 035 (Capital Projects Accounts), Object 5530 (Improvements Other than Buildings), city project no. PI2019-1712.

 

 

Statement of Purpose

STATEMENT OF PURPOSE: In 2018, the city of Duluth and St. Louis County had an intersection control evaluation (ICE) study completed at the intersection of CSAH 37 (Jean Duluth Road) / CSAH 9 (Snively Road) / Glenwood Street. The study identified a roundabout as the recommended option for the intersection. This resolution authorizes the city of Duluth to enter into an agreement with St. Louis County to hire an engineering consultant to provide the final design services for a roundabout at this intersection, along with performing an intersection control evaluation (ICE) study on Woodland Avenue at the intersections of Arrowhead Road and Snively Road. St. Louis County shall award the contract and perform all contract administration. The total cost to the city of Duluth for the engineering services will not exceed $125,000, and will be funded with municipal state aid funds.  The city and county are sharing in the costs, each entity paying 50%.  The construction of these projects are programmed to receive federal funds in 2022.
