CITY PROPOSAL:

RESOLVED, that the proper city officials are authorized to amend agreement L30114 with AAA Ventures, Inc. dba A.P.S. Applied Professional Services, substantially in the form attached as Exhibit A, for unarmed uniformed security services for the main branch of the Duluth Public Library for an increase of $51,850 and a new total amount not to exceed $88,850, payable from fund 110-121-1218-5319 (General Fund, Public Administration, Library Services, Other Professional Services).

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes an amendment to agreement L30114 with AAA Ventures, Inc. dba A.P.S. Applied Professional Services (APS) for unarmed uniformed security services for the main branch of the Duluth Public Library.  The amendment will extend the agreement through December 31, 2020 and approve additional funds to cover the estimated services through the new termination date. Security services are required at the main library between twenty-four (24) to thirty-two (32) hours per week.

 

The purpose of the security services is to enhance customer service and assurance at the library by assisting staff in the cultivation and preservation of a library environment that feels welcoming, inclusive, safe, and secure for patrons and employees, upholding the library’s Appropriate Library Behavior Policy firmly, fairly, and respectfully, supporting the purpose of the library as a place that encourages reading, early literacy, lifelong learning, cultural enrichment, and digital access for the benefit of all citizens, and protecting staff and patrons from risk of physical harm prior to arrival of Police and Fire personnel.  In May 2018, the city purchasing division issued a Request for Proposals for unarmed uniformed security services for the main library.  Five local security companies were notified of the RFP, however APS was the only security company to submit a proposal.
