RESOLUTION AUTHORIZING PROPER CITY OFFICIALS TO ACCEPT A REIMBURSEMENT GRANT FOR EMERALD ASH BORER TREATEMENT FROM THE MINESOTA DEPARTMENT OF AGRICULTURE NOT TO EXCEED $65,000.

CITY PROPOSAL:

WHEREAS, the city of Duluth authorized an Emerald Ash Borer (EAB) management plan in 2016, and

 

WHEREAS, the state is in need of implementing activities to suppress EAB populations in the city of Duluth to slow the spread of EAB from the city into surrounding areas.

 

NOW, THEREFORE, BE IT RESOLVED that the proper city officials are hereby authorized to accept federal funds from the Minnesota Department of Agriculture (MDA) in the amount of up to $65,000, said funds to be deposited into fund 205-130-1221-4210-02 (Parks Fund, Community Resources, Park Maintenance, Pass-thru Federal Grants Operating), for removal of EAB infested trees and treatment of infested areas.

 

FURTHER RESOLVED, that the proper city officials are authorized to execute a grant agreement, attached hereto as exhibit A, with the MDA for said treatment activities, with required match dollars of $65,000 provided from funds 205-121-1221-5225 (Parks Fund, Community Resources, Park Maintenance, Park/Landscape Materials) and 205-121-1221-5103 (Parks Fund, Community Resources, Park Maintenance, Other Wages).

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes the proper city officials to accept funds from the Minnesota Department of Agriculture (MDA) for activities related to the removal of EAB infested trees as well as treatment in infested areas, and further authorizes city officials to execute a grant agreement to receive said funds.

 

The MDA is a state agency that has received federal funding for projects of this nature. The city will act as a sub recipient for said federal funds and agrees to provide documentation of expenses paid for qualifying activities for all matching funds up to $65,000 and expenses additionally incurred to be reimbursed up to $65,000 for a total of $130,000. The effective dates of the grant period is January 1, 2019 (or the date the recipient obtains all required signatures), and it expires on December 31, 2020 or when all obligations have been satisfactory fulfilled, whichever occurs first. This grant requires an equal local matching amount that will be provided from Park Maintenance’s existing budget for staff time, equipment, and materials.
