CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to accept the grant award and enter into an agreement substantially in the form attached hereto as exhibit A, with the Minnesota Department of Natural Resources, said funds deposited into 452-030-4210-01- HANDHTAX-1501-06 (Tourism & Recreational Projects, Finance, Pass-thru Federal Grants Capital, Half and Half Tourism Tax, Western Waterfront Trail-St. Louis River Corridor Heritage Trail).

Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes acceptance of a $50,000 grant award from the Minnesota Department of Natural Resources and Minnesota Lake Superior Coastal Program for development of a St. Louis River Corridor Heritage Trail Interpretive plan.

The Western Waterfront Trail consists of an existing 3.3-mile segment that traverses the western shoreline of the St. Louis River. The City of Duluth will eventually extend it to a 10-mile continuous recreational trail. The City intends to rebrand the Trail as a heritage trail, providing access to the historical, cultural, spiritual and ecological lessons the river has to teach. The city will coordinate a stakeholder-driven heritage trail interpretive plan that defines the specific details and significant common themes of interpretation along the current and proposed Western Waterfront Trail extension. The interpretive plan will be a cultural overlay on the existing and future physical trail. Planning efforts will not focus on engineering or design of the trail extension, rather the themes, mediums, and stories of the people and its region.

The city will meet the required 1:1 match through half and half tourism tax fund allocated for this project. The grant will be effective September 1, 20...
