Title

RESOLUTION AUTHORIZING THE CITY TO ENTER INTO AN UPDATED AGREEMENT WITH THE MINNESOTA DEPARTMENT OF REVENUE TO ADMINISTER THE CITY OF DULUTH’S GENERAL SALES AND USE TAX.

Body

CITY PROPOSAL:

RESOLVED, that the proper city officials are authorized to enter into to an agreement, substantially in the form of the agreement attached as Exhibit A, with the Minnesota Department of Revenue to administer the City of Duluth’s general sales and use tax.

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes entering into an updated agreement with the Minnesota Department of Revenue to administer the City of Duluth’s general sales and use tax.

City of Duluth Ordinance number 10630 imposes an additional one-half percent sales tax to fund designated street improvement projects.    In association with the administration of the additional one-half percent sales tax, the Minnesota Department of Revenue is requiring an updated agreement be signed prior to September 20, 2019.   This agreement is needed in order for the City of Duluth sales and use tax increase to stay on schedule for an October 1, 2019 implementation.

The Minnesota Department of Revenue, in accordance with state law, has been administering the City of Duluth’s general sales and use tax collections since 2006.   This new agreement brings the City of Duluth’s existing agreement in line with current Minnesota Department of Revenue local sales tax agreements.
