RESOLUTION AUTHORIZING AN AGREEMENT WITH THE HOUSING AND REDEVELOPMENT AUTHORITY OF DULUTH (HRA) TO SHARE THE COST OF A SENIOR HOUSING DEVELOPER POSITION, COORDINATE HOUSING DEVELOPMENT SERVICES, AND ACCEPT REIMBURSEMENT FROM THE HRA FOR 50 PERCENT OF THE CITY’S PAYROLL AND BENEFITS EXPENSES FOR THE POSITION.

                     CITY PROPOSAL:

                     RESOLVED, that proper city officials are hereby authorized to enter into an agreement, substantially the same as the attached Exhibit A, with the HRA, to share the cost of a senior housing developer position, coordinate housing development services between the HRA and the city’s department of planning and economic development (PED) and accept reimbursement from the HRA for 50 percent of the city’s payroll and benefits expenses for the senior housing developer position, said money to be deposited into fund no. 265-020-4654-02 (CD and Housing Administration, Planning, Other Reimbursements & Refunds).

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes the proper city officials to execute an agreement with the HRA to share the cost of a senior housing developer position and to coordinate housing development services. This is a two year agreement and the senior housing developer will be located in the city’s planning and economic development department. The agreement will be evaluated regularly through monthly coordination between HRA and PED, and may be extended for an additional two-year period with agreement of the HRA and the city. The senior housing developer position will be funded 50 percent by HRA and 50 percent by the city.

The agreement establishes additional parameters for coordination between HRA and PED for housing development and reinvestment activities in the city, with the intent of expanding implementation of housing goals by HRA, the city, and the Duluth economic development authority.
