CITY PROPOSAL:

RESOLVED, that the proper city officials are authorized to amend agreement L30203 with Toole Design Group, LLC, substantially in the form attached as Exhibit A, to include final design services in the amount of $43,294 for the temporary relocation of the Cross City Trail for a total amount not to exceed $68,720, with $40,000 payable from fund 205-130-1220-5319 (Parks Fund; Community Resources; Parks Capital; Other Professional Services) and $28,720 payable from fund 411-035-5530; Project PI2019-1596 (Permanent Improvement, Capital Project Accounts, Improvements other than Buildings; Cross City Temporary Bike Trail city project No.1596).

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes an amendment to agreement L30203 with Toole Design Group, LLC to include final design services for the temporary relocation of the Cross City Trail for a total amount not to exceed $68,720. 

 

The original agreement was awarded after the purchasing division issued a Request for Proposals on April 12, 2019. Three proposals were received and evaluated by city staff.  The proposal submitted by Toole Design Group received the highest score.

MnDOT plans to construct the Twin Ports Interchange (TPI), and a part of that work will necessitate the removal of a portion of the existing Cross City Trail during 2020-2023. The city selected Toole Design Group to provide proposed routes for compatible bike facilities for use while the TPI is under construction.  The original contract allowed for preliminary engineering through 30% design.  Before going forward with the final design, the city wanted to determine the level of support for a protected bike facility, and to determine upon which street the bike facility should be located.  The Superior Street option is recommended, and the intention is to design the facility for Superior Street and to proceed with letting for bids, pending Council approval.  Installation would occur early summer of 2020. A map and description of the proposed Superior Street option is attached as Exhibit B.

 

Several public meetings were held regarding the installation of protected bike facilities and the majority of input received favored the Superior Street option. 

 

Next steps for the proposed improvement include notifying the adjacent residents and business owners of the selected option, and holding a meeting with impacted business owners regarding the changes to parking (diagonal to parallel) and loading zones (number and location).  Because parking and loading zones are important to the livelihood of the Lincoln Park Craft District, the city wants to engage business owners as soon as possible.  The city will also continue discussions with MnDOT in efforts to pursue collaboration on financing of the installation.
