RESOLUTION OF INTENT FOR CONSTRUCTION OF PAVEMENT AND SIDEWALK IMPROVEMENTS TO TECHNOLOGY DRIVE TO SERVE 3301 TECHNOLOGY DRIVE, 3401 TECHNOLOGY DRIVE AND 4314 RICE LAKE ROAD.

CITY PROPOSAL:
RESOLVED, that pursuant to Section 62 of the City Charter, the city council hereby expresses its intent to cause the construction of pavement improvements, including a turn lane and mill and overlay on Technology Drive from Rice Lake Road to approximately 300 feet northeast, and a sidewalk from Rice Lake Road to approximately 450 feet north and 400 feet of sidewalk from the northernmost driveway to Duluth Edison North Star Academy to the northeast.

FURTHER RESOLVED, that the council hereby requests that the mayor prepare or cause to have prepared plans, specifications and estimates with the special assessment board, together with a recommendation as to what portion of the costs should be paid by special assessment, the number of installments in which assessments may be paid, and the properties which should include the special assessment.

Statement of Purpose
STATEMENT OF PURPOSE: This resolution begins the formal process of making assessable improvements for construction of pavement and sidewalk improvements to Technology Drive northeast of Rice Lake Road. These improvements are being done pursuant to agreements and petitions signed by Tischer Creek Duluth Building Co., Involta, LLC and Duluth United, LLC, the owners of 3301 and 3401 Technology Drive and 4314 Rice Lake Road respectively.

This work will be done under a contract with St. Louis County as part of their project to completely reconstruct Rice Lake Road in 2020. After joint meetings with the owners and the county, it was determined that improvements to Technology Drive could be included in the county project.
