CITY PROPOSAL:
RESOLVED, that contract L30164 with MSA Professional Services, Inc. for professional engineering services for the Lift Station 15 Relocation Project be amended to include the environmental design services in the attached change order which were not included in the scope of the original contract, and to increase the amount by an estimated $36,488 for a new total of $166,608 payable from Sanitary Sewer Fund 530, Department 500 (Public Works and Utilities), Division 1905 (Capital), Object 5533 (Capital Improvements), city project no. 1803. All costs will be fully reimbursed by MnDOT as part of its Twin Ports Interchange project per MnDOT agreement 1032661/City of Duluth 23584, Resolution 18-0740R.
Statement of Purpose
STATEMENT OF PURPOSE: This resolution amends contract L30164 with MSA Professional Services, Inc. by $36,448. This amendment is necessary due to the change in scope of service by adding environmental design services due to onsite contaminated soils per the attached change order request. This will be an hourly, not to exceed increase. If the city does not require the full extent of services, it will not be invoiced. However, if the scope of mitigation is greater than the estimate, future amendments will be brought forward if needed. This relocation is necessary as part of MnDOT’s Twin Ports Interchange project and will involve construction of a new lift station and demolition of the existing lift station. Federal funds will be used for construction. Due to the complexity of bidding a federally funded project, the city requested the services of a consultant engineer.
