CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to accept a FY2019 Port Security Grant Program award from the United States Department of Homeland Security, in the amount of $325,956. Matching funds in the total amount of $108,652 to come from fund number 250-015-2019-5580-CE250-E1906 (Capital Equipment Fund 250, Police RMS System). The grant and matching funds will be used for security surveillance enhancements that will increase awareness, prevention, protection, response, and recovery to port incident risks.
FURTHER RESOLVED, that the proper city officials are authorized to execute a grant agreement, substantially the same as the attached Exhibit A, from the United States Department of Homeland Security with funds to be deposited in fund number 210-030-3203-4209-01 (Special Projects, Finance, 2019 Port Security Grant Program, Direct Federal Grants Capital).

Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes the acceptance of a FY2019 Port Security Grant Program grant from the U.S. Department of Homeland Security in the amount of $325,956 and a match in the amount of $108,652. The match requirement will be met by committing capital funds available in the Police RMS System fund. The grant and match monies will be used to upgrade the port-dedicated camera infrastructure that is used to review, analyze, and store surveillance footage of port activity. $135,760 of the grant and match monies will be utilized to purchase equipment, $294,608 will be utilized to contract out fiber installation for the Aerial Lift Bridge, and $4,240 will be utilized for grant management and administrative costs.
