RESOLUTION AUTHORIZING APPROVAL AND IMPLEMENTATION OF THE CAMPUS CONNECTOR TRAIL MINI MASTER PLAN.

CITY PROPOSAL:
RESOLVED, that the proper city officials hereby approve the Campus Connector Trail Mini-Master Plan, attached hereto as exhibit A, and authorize implementation of the plan as funding becomes available.
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes approval of the Campus Connector Trail Mini-Master Plan and implementation thereof as funding becomes available.
The Campus Connector is a paved, non-motorized multi-use commuter/recreational trail that will run from the Lakewalk to Rice Lake Road, accommodating bicyclists and pedestrians. The trail will provide vertical connectivity for residents, nodes of business, and education institutions along its path. This will be the first paved, vertical commuter corridor in Duluth. Guiding principles of the plan include:
• Identify shared goals and vision for the trail with stakeholders and community
• Generate preferred trail alignment and design considerations
• Provide high quality recreational and commuter trail opportunities for local residents and regional users
• Develop infrastructure that is in balance with the surrounding built and natural environments
The planning process included two stakeholder advisory group meetings, two public meetings, online public survey, online UMD/CSS student survey, meetings with local educational institution leadership groups, consultation with MnDot and County traffic engineers, and a two week public comment period. The Parks and Recreation Commission unanimously approved the plan at their October 9, 2019 meeting. The Metropolitan Interstate Council intergovernmental body responsible for regional transportation planning unanimously approved the plan at their October 16, 2019 meeting.
