RESOLUTION AUTHORIZING A FIRST AMENDMENT TO THE COOPERATIVE AGREEMENT WITH THE STATE OF MINNESOTA FOR THE CONSTRUCTION OF IMPROVEMENTS AND MANAGEMENT OF THE BECKS ROAD TRAIL CONNECTION TO THE WILLARD MUNGER STATE TRAIL.

CITY PROPOSAL:

RESOLVED, that the proper city officials are hereby authorized to enter into an amendment, substantially in the form attached hereto as Exhibit A, to the cooperative agreement with the State of Minnesota through the Department of Natural Resources for the construction of improvements and the management of the Becks Road trail connection to the Willard Munger State Trail (city contract number 22557).

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes a first amendment to the cooperative agreement with the State of Minnesota, city contract number C22557, for the construction of improvements and management of the Becks Road Trail Connection to the Willard Munger State Trail.

 

The City of Duluth received a Regional Trail Program grant from the Minnesota DNR for restoration of the Sargent Creek Bridge along the DWP Trail system in west Duluth. After receiving favorable bids for bridge restoration, the City of Duluth has remaining grant and match dollars to construct this trail connection from the DWP at Becks Road to the Willard Munger State Trail. As seen on the map in Exhibit A, the trail is located where the Mission Creek Parkway Snowmobile trail intersects with the Munger Trail.

 

By improving the trail and trail grade, the City will improve snowmobile conditions in the winter and provide a fully accessible multiuse trail connection to the Willard Munger in the non-winter months. This connection was identified in the City Council approved DWP Trail System Technical Standards and Trail Use Plan dated March 25, 2019.
