                     CITY PROPOSAL:

                     RESOLVED, that the proper city officials are hereby authorized to approve a parking ramp license agreement between Essentia Health (“Essentia”) and Interstate Parking Company of Minnesota (“IPC”) which allows Essentia the use of 100 parking spaces in the city-owned westerly portion of the ground floor level of the Medical District Parking Ramp, substantially in the form of that attached as Exhibit A (the “Agreement”), pursuant to which the city conditionally agrees to honor the terms of the Agreement through January 31, 2021.

 

Statement of Purpose

STATEMENT OF PURPOSE: IPC is under contract to manage the Medical District Parking Ramp.  Its duties under the management contract include entering into contracts for parking.  The term of the management contract has expired, and it is currently on a month-to-month basis. 

 

Essentia’s Agreement with IPC allows Essentia to use 100 spaces in the city-owned westerly portion of the ground floor level of the Medical District Parking Ramp until January 31, 2021.  The Agreement may be terminated earlier upon the issuance of the certificate of occupancy for the Lakeview 333 project in order to accommodate parking for that project, and may also be terminated in the event the city determines it necessary for purposes of the Regional Exchange District.  By the city’s approval of the Agreement, the city is agreeing that in the event IPC is not managing this ramp through January 31, 2021, that the city or the city’s new parking manager will honor the terms of the Agreement through the balance of its term, unless it is terminated earlier as stated above.
