RESOLVED, that the proper city officials are hereby authorized to execute an agreement substantially in the form attached as Exhibit A with Rachel Contracting, Inc. for the purchase of Stone Materials for 2020 Canal Park Rehabilitation Project in the amount of $4,851,447.50, payable from funds as follow:

Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes an agreement with Rachel Contracting, Inc. for the purchase of armor stone materials in the amount of $4,851,447.50.

The shoreline of Canal Park was severely damaged in the consecutive October 2017, April 2018, and October 2018 storms. The inadequately sized rocks that have been along the shore of Canal Park for decades were pushed up the bank, causing damage to the boardwalk, paved trail, and lighting. Construction to repair the Canal Park shoreline & adjacent infrastructure will begin in 2020, and the engineered design includes over 72,000 tons of 6- to 9-ton stones and over 4,000 tons of 10- to 12-ton stones that will protect the shoreline, similar to the armored shoreline that was constructed along the Lakewalk from 4th Ave E to 7th Ave E.

Stone will be stockpiled in the area designated in Exhibit B, and delivered following the schedule below. Site preparation and support for stone delivery will be under a separate contract.
