CITY PROPOSAL:

RESOLVED, that the proper city officials are hereby authorized to enter into an agreement with TKDA, substantially in the form attached hereto as Exhibit A, to provide professional engineering and design services for improvements at the Wade-Wheeler Athletic Complex in the amount of $52,200 payable from fund 452-030-5530-HANDHTAX-1505 (Tourism & Recreation Projects, Finance, Improvements Other Than Buildings, Wheeler Athletic Complex).

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes an agreement with TKDA for professional engineering and design services for improvements at the Wade-Wheeler Athletic Complex. Services will include a topographic survey of Wheeler Sports Complex, preparation of plans and construction documents for bidding, and construction administration.

 

The City of Duluth approved the West Duluth Sports Corridor mini-master plan in September 2015, which includes Wheeler Athletic Complex, Wade Stadium, and the Heritage Sports Center. Part of the larger St. Louis River Corridor Initiative, Phase I improvements include: development of basketball, tennis, and pickle ball courts at Wheeler Athletic Complex (Wheeler), redevelopment of ball fields and accessible restroom facility at Wheeler, bocce ball court improvements, burying of water lines and installation of public water fountain at Wheeler, sand volley ball court development at Wheeler, and field #7 improvements at Wade Stadium. The anticipated $850,000 construction project will be funded in part by a $250,000 Outdoor Recreation Grant from the MN DNR and City half-and-half funds. Design will commence over winter 2019/2020, with construction anticipated to begin in spring 2020.
