RESOLUTION AUTHORIZING PROPER CITY OFFICIALS TO ACCEPT A GRANT FROM THE UNITED STATES DEPARTMENT OF JUSTICE IN THE AMOUNT OF $35,760 AND FURTHER AUTHORIZING EXECUTION OF GRANT AGREEMENT WITH ST. LOUIS COUNTY.

CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to accept a FY19 Justice Assistance Grant Program award from the United States department of justice, bureau of justice assistance, office of justice programs, in the amount of $35,760 to be used for state and local initiatives including South St. Louis County DWI Court, First Witness Child Advocacy Center, Domestic Abuse Intervention Program, and Duluth police department wellness program initiatives and FBI NIBRS compliance; and further are authorized to execute a grant agreement substantially the same as the attached exhibit A and to accept said grant, funds to be deposited in Revenue Fund # 215-200-2307-4209-02 (Duluth Police Grant Programs, Police, 2019 JAG, Direct Federal Grants Operating) and expenses to be paid from Expense Funds # 215-200-2307-5447 (Duluth Police Grant Programs, Police, 2019 JAG, Payment to Other Government Agencies), Fund # 215-200-2309-5319 (Duluth Police Grant Programs, Police, 2019 JAG, Other Professional Services), and # 215-200-2307-5580 (Duluth Police Grant Programs, Police, 2019 JAG, Capital Equipment).
FURTHER RESOLVED, that the proper city officials are hereby authorized to execute an agreement, substantially the same as the attached document A, with the St. Louis County sheriff’s office, who is a partner of the city under this grant.
Statement of Purpose
STATEMENT OF PURPOSE: The Duluth Police Department is the designated recipient and fiscal agent of a FY2019 Justice Assistance Grant (“JAG”) from the U.S. Department of Justice in the amount of $35,760. The St. Louis County Sheriff’s Office is a partner with the City under this grant as the “disparate” jurisdiction. The City will reimburse South St. Louis County DWI Court $5,000, First Witness Child Advocacy Center $5,000, and Domestic Abuse Intervention Program $5,000 as per the Scope of Professional Services located within document A. $19,688 will be utilized by the Duluth Police Department to support the growth of their Health and Wellness Program. The balance of $1,072 will be used by the Duluth Police Department toward achieving full compliance with the FBI NIBRS data submission requirements under the UCR Program as per the FY 2019 BJA requirement. This resolution authorizes the acceptance of the grant award and approves the agreement with the St. Louis County Sheriff’s Office.
