CITY PROPOSAL:

RESOLVED, that Resolution 13-0364 prohibiting trucks on the segment of Piedmont Avenue from Third Street to Trunk Highway 53 is rescinded as of May 1, 2020; and

 

FURTHER RESOLVED, that, pursuant to Section 33-49 of the Duluth City Code, 1959, as amended, that the segment of Piedmont Avenue from First Street to Third Street is hereby designated a truck route.

 

Statement of Purpose

STATEMENT OF PURPOSE:  The purpose of this resolution is to rescind prohibition of trucks from the portion of Piedmont Avenue from Third Street to Highway 53 and to add the truck route designation to that portion of Piedmont Avenue from First Street to Third Street.

 

The section of Piedmont Avenue from Third Street to Highway 53 is currently prohibited to truck traffic unless a permit has been issued.  During the construction of the Twin Ports Interchange project by MnDOT, which is slated to start next spring, trucks will need to be allowed on this portion of Piedmont Avenue to provide haulers with an efficient way to access Trunk Highway 53 without traversing the residential neighborhoods during the construction of the interchange.  Truck traffic would be allowed until the bridges and interchange are open for traffic, currently estimated to be complete by December 31, 2022, at which time the Engineering Division will recommend reinstating the prohibition on the segment between Third Street and Trunk Highway 53.  If the work is completed earlier than December 31, 2022, the resolution prohibiting trucks on this segment would follow shortly thereafter.
