RESOLUTION TO GAUGE SUPPORT TO REDUCE THE REQUIRED NUMBER OF COUNCIL MEETINGS IN JULY AND DECEMBER TO ONE BY AMENDING THE COUNCIL STANDING RULES AND THE CITY CHARTER.

 

Body

BY PRESIDENT HOBBS:

                     WHEREAS, Chapter 3, Section 7 of the Duluth City Charter requires the council to hold at least one regular meeting semi-monthly; and

                     WHEREAS, Rule 1(a) of the Standing Rules require council meetings to be held twice monthly on the second and fourth Mondays of each month; and

                     WHEREAS, in July and December, council meeting are currently held on consecutive weeks in order to accommodate summer and winter breaks; and

                     WHEREAS, having only one council meeting in July and December would be more efficient and save city resources; and

                     WHEREAS, to amend the City Charter by ordinance a unanimous 9-0 council vote is required and to amend the Standing Rules, a two-thirds majority council vote is required.

                      RESOLVED, that this resolution must pass by a unanimous vote to indicate the council’s intent to pursue both a City Charter and Standing Rules amendment.

STATEMENT OF PURPOSE: This is a resolution of intent to pursue a City Charter amendment and Standing Rules amendment to allow the council to meet only once in July and December.
