RESOLUTION AUTHORIZING ACCEPTANCE OF A $92,400 GRANT FROM THE MINNESOTA DEPARTMENT OF NATURAL RESOURCES PREPARING FOR EMERALD ASH BORER IN COMMUNITY FORESTS PROGRAM TO PROVIDE FUNDS TO REMOVE AND REPLACE DISEASED BOULEVARD ASH TREES.

CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to accept the $92,400 from the Minnesota Department of Natural Resource Preparing for Emerald Ash borer in Community Forests Program to remove and replace hazardous boulevard ash trees infected with the emerald ash borer as referenced in Exhibit A.
FURTHER RESOLVED, the city of Duluth has the legal authority to accept the money and financial, technical, and managerial capacity to ensure proper planning and maintenance of the project.
FURTHER RESOLVED, the city will provide the twenty-five percent match through account 210-030-3131 (Special Projects, Finance, Tree Fund) and in-kind ash treatment funds provided by members of the public.
FURTHER RESOLVED, the Duluth city council names the fiscal agent for this project as Wayne Parson, City of Duluth Chief Financial Officer, 411 West 1st Street, Duluth MN 55802.
Statement of Purpose
STATEMENT OF PURPOSE:
This resolution authorizes acceptance of a $92,400 grant from the Minnesota Department of Natural Resource Preparing for emerald ash borer management. The grant will fund:
1. Removal of all infected or otherwise unhealthy ash regardless of size.
2. Removal of non-infected healthy ash under 12 inches diameter.
3. Treatment of non-infected healthy ash greater than 12 inches diameter.
4. One-to one replacement planting of removed trees.
To date, Duluth has removed 701 ash at a cost of $172,000. Over 1600 remain to be removed and replaced including a significant number of large, EAB-infected, or otherwise unhealthy ash that are particularly tricky and expensive to remove. Prompt removal of large trees is a safety priority because of the propensity for infected ash to fall on people and property....
