CITY PROPOSAL:

 

RESOLVED, that the proper city officials are hereby authorized to accept a grant from the Minnesota Department of Natural Resources for a Conservation Partners Legacy grant of $400,000 for acquisition of land near Skyline Parkway as depicted in Exhibit A.

 

FURTHER RESOLVED, that the city of Duluth has the legal authority to accept the money, and financial, technical and managerial capacity to ensure proper planning and maintenance of the project. Funds to be deposited to 205-130-1220-CM205-SKYLINE-19CPL - 2019 CPL Merritt Creek Watershed Skyline Land Acquisition Grant (Parks Fund, Community Resources, Parks Capital, State of Minnesota Capital, Project: CM205-Skyline-19CPL-2019 CPL Merritt Creek Watershed Skyline Land Acquisition Grant.)

FURTHER RESOLVED, the city will provide the required ten percent match through Parks Capital funds.

 

FURTHER RESOLVED, the Duluth city council names the fiscal agent for this project as Wayne Parson, City of Duluth Chief Financial Officer, 411 West First Street, Duluth, MN 55802.

 

Statement of Purpose

STATEMENT OF PURPOSE: This resolution authorizes acceptance of a State of Minnesota Conservation Partners Legacy Grant for $400,000 for acquisition of a 43-acre forested property located next to and above West Skyline Parkway at the headwaters of Merritt Creek. The city will meet the 10% local match requirement by paying all recording and professional fees and contributing in-kind staff time. The acquisition will protect important Merritt Creek trout habitat, prevent fragmentation of forest habitat utilized by a variety of species, and preserve views to and from Skyline Parkway.
