CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to enter into an agreement, substantially in the form attached as Exhibit A, with Northern Energetics LLC to provide home energy audits and conservation services for approximately 600 homes annually for years 2020, 2021 and 2022, for an amount not to exceed $349,020 payable as follows:

Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes an agreement with Northern Energetics LLC to provide residential home energy analysis services for the Home Energy Analysis Program (HEAP) for years 2020, 2021 and 2022, payable from the home energy conservation fund. The amount awarded is a maximum not to exceed. The energy auditors are only compensated for actual services performed.
Purchasing issued a Request for Proposals on December 11, 2019 with the goal of qualifying multiple firms. Three proposals were received by the due date. The proposals were evaluated by a team of City staff; and all three firms were deemed qualified. Northern Energetics received the highest ranking when both technical and cost evaluations were completed and is recommended for award of the primary contract.
