RESOLUTION APPROVING THE ELIMINATION OF THE DOWNTOWN AREA SHORT HOP AND THE MILLER HILL MALL AREA SHORT HOP OFF-PEAK AND WEEKEND PROMOTIONAL FARE PROGRAMS AND SETTING A NO COST FARE FOR THE NEW ROUTE 25, THE “DULOOPER.”

CITY PROPOSAL:

                     WHEREAS, according to Minn. Stat. 458A.26(g), all fare changes proposed by the Duluth Transit Authority (“DTA”) must be approved by the city council after a public hearing; and

                     WHEREAS, the Downtown Area Short Hop (“DASH”) and the Miller Hill Mall Area Short Hop (“MASH”) programs offer off-peak and weekend promotional fares of $0.25 for short distance trips within designated areas located in downtown, Canal Park, and the business district around Miller Hill Mall and the Stone Ridge Shopping Center; and

                     WHEREAS, the DTA is working towards simplification and efficiency of its service; and

                     WHEREAS, the DASH and MASH fares have had low utilization; and

                     WHEREAS, from Memorial Day to Labor Day, the DTA operates Route 19, the “Port Town Trolley,” which provides ride services with no fare in Canal Park; and

                     WHEREAS, the DTA is proposing to eliminate the MASH and DASH programs; and

                     WHEREAS, the DTA is proposing a new Route 25, the DuLooper, which will operate from Sixth Avenue West on Superior Street to Tenth Avenue East and along Third Street from Tenth Avenue East to Sixth Avenue West, and will have no fare; and

                     WHEREAS, the city council held a public hearing on the proposed fare changes on February 10,,2020.

                     THEREFORE, BE IT RESOLVED, that the council hereby approves the elimination of the DASH and MASH off-peak and weekend promotional fares.

                     BE IT FURTHER RESOLVED, that the council hereby approves the setting of no fare for Route 25, the DuLooper.

                     BE IT FURTHER RESOLVED, that fares in the downtown, Canal Park, and the business district around Miller Hill Mall and the Stone Ridge Shopping Center areas shall revert to peak ($1.50) and off-peak ($0.75) fares, except for Route 25, the DuLooper, and Route 19, the “Port Town Trolley,” which will offer services at no fare when in operation.

 

Statement of Purpose

STATEMENT OF PURPOSE:  The purpose of this resolution is to comply with Minn. Stat. 458A.26(g) and approve the fare changes proposed by the DTA.  The council approves of the elimination of MASH and DASH promotional fare programs and the setting of a no cost fare for Route 25, the DuLooper.
