RESOLUTION OF SUPPORT FOR THE CROWD MANAGEMENT AND CONTROL POLICY PRESENTED BY THE DULUTH POLICE POLICY WORKING GROUP.

BY COUNILORS FILIPOVICH, VAN NETT AND SIPRESS:
WHEREAS, the Duluth police policy working group is made up of community members representing a cross-section of Duluth, included representatives from the Duluth Citizen Review Board, Duluth NAACP, Homeless Persons Bill of Rights, Duluth Indigenous Commission, Duluth Human Rights Commission, Showing Up for Racial Justice and the Duluth Police Department; and
WHEREAS, during the past year, the Duluth police policy working group held a dozen meetings with over 30 hours of community discussion to craft a crowd management and control policy that fits the needs of the Duluth Police Department and the citizens of Duluth; and
WHEREAS, on February 3, 2020, the Duluth police policy working group presented a crowd management and control policy to the community and the Duluth Police Department.
THEREFORE, BE IT RESOLVED, that the City Council acknowledges and thanks the Duluth police policy working group for their work on the crowd management and control policy and endorses the policy.
FURTHER RESOLVED, that the City Council requests that the administration bring any proposed changes to the crowd management and control policy to the Duluth Citizen’s Review Board for review.

STATEMENT OF PURPOSE: This resolution acknowledges the valuable work of the Duluth police policy working group and endorses a crowd management and control policy.
