RESOLUTION AUTHORIZING THE ACCEPTANCE OF A $300,000 BROWNFIELDS COMMUNITY-WIDE PLANNING GRANT FROM THE U.S. ENVIRONMENTAL PROTECTION AGENCY AND EXECUTION OF A COOPERATIVE AGREEMENT RELATED THERETO.

CITY PROPOSAL:

 

                     RESOLVED, that the proper city officials are hereby authorized to accept a brownfields community-wide assessment grant from the U.S. environmental protection agency (EPA), region 5 in the amount of $300,000 payable into Fund 255 (economic development fund), Agency 020 (planning), Revenue Source Code 4210-02 (pass through federal grant operating).

 

                     FURTHER RESOLVED, that the proper city officials are hereby authorized to execute a cooperative agreement, substantially the same as attached hereto as Exhibit A, between the city of Duluth and the U.S. Environmental Protection Agency for brownfield assessment activities.

 

Statement of Purpose

STATEMENT OF PURPOSE:  The City submitted a grant application to the EPA in 2019 for brownfields community-wide assessment grant and received approval of a subsequent work plan and cooperative agreement in September 2019.

 

Grant funding will be used to inventory, characterize, assess, and conduct cleanup planning and community involvement related activities for brownfield sites in various neighborhoods including downtown Duluth, Lincoln Park, Irving/Fairmount, and the Western St. Louis River Corridor Neighborhoods. By clarifying the degree of contamination and associated cleanup needs at brownfield sites, the City hopes to realize its goal for future real property, expansion, development or reuse of properties which may be complicated by the presence or potential presence of hazardous substance, pollutant, or contaminant. This grant award does not require local match and proceeds are available through September 2022.
