CITY PROPOSAL:

RESOLVED, that the proper city officials are hereby authorized to enter into a master services agreement, substantially in the form attached hereto as Exhibit A, with Barr Engineering, for professional services related to environmental site investigation and cleanup planning, in an amount not to exceed $100,000, payable from 255-020-5319 (Economic Development, Planning, Other Professional Services).

Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes a master services agreement with Barr Engineering, for professional consulting services needed to support the investigation and assessment of contaminated or potentially contaminated sites in Duluth.

In September of 2019, the City was awarded a $300,000 Brownfield Assessment Grant from the U.S. Environmental Protection Agency. Grant fund will be used to inventory, characterize, assess, and conduct cleanup planning and community involvement related activities for brownfield sites in various neighborhoods including downtown Duluth, Lincoln Park, Irving/Fairmount, and the Western St. Louis River Corridor Neighborhoods. By clarifying the degree of contamination and associated cleanup needs at brownfield sites, the City hopes to realize its goals for future real property, expansion, development or reuse of properties which may be complicated by the presence or potential presence of hazardous substance, pollutant, or contaminant.

Under this agreement, projects will be ordered and billed on an hourly basis pursuant to a city-issued, written statement of work or similar document. This agreement does not guarantee that a minimum amount of services will be requested, and the agreement may be terminated at any time.
