RESOLVED, that the proper city officials are authorized to enter into an agreement, substantially in the form attached as Exhibit A, with LHB, Inc. for professional design services for phase 2 of the Hartley Nature Center building addition for a total amount not to exceed $153,158.00, payable from fund 205-130-1220-5310, CM205-HARTLE-LGCY18 (parks fund, community resources, parks capital, contract services, cap mtce fund 205, Hartley Park, Hartley Legacy Grant 2018)

Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes an agreement with LHB, Inc. for professional design services for phase two of the Hartley Nature Center building addition for a total amount not to exceed $153,158.00.

The scope of the design work includes two additional classrooms and 15 additional parking spaces. Design services for the classroom space will be paid for in full by Hartley Nature Center and the State of Minnesota Legacy Parks and Trails Fund. The $30,000 cost of design services for 15 additional parking spaces will be paid for by the City of Duluth's Park Fund. The project will enable significant expansion of Hartley Nature Center's public programs, summer camps and youth field trips and alleviate an acute shortage of public parking.

Purchasing issued a Request for Proposals on December 19, 2019, and received six responses. After a thorough evaluation, the review team ranked the proposals and interviewed the top two proposers. The proposal submitted by LHB, Inc. received the highest score and is recommended for award. The names of the responding firms and their ranks or scores are listed below.
